White Kitsune would take a lot of convincing to join UH but it's doable.

Makes sense as he blames the UH for letting Grendel have run of the town and distrust them as a result. And if White Kitsune can prove more convincing to Allison or David, Paladin will be in a real between a rock and hard place.

Oh yeah, there's no way Paladin could take on either Brock siblings initially. He'd still try though, and would never stop trying. Same with White Kitsune. Paladin doesn't give up. Ever. Though he would settle for simply registering the Brock Siblings as long as they promised to only use their powers in self defense. Same with White Kitsune, assuming he hasn't committed any acts of vigilantism by the time of Paladins arrival.

Only minor stuff, nothing well known, scaring off a racketeer here, stopping a purse snatcher there... that kind of things and not many of them. He must have started doing patrol two week after getting his power and he's smart enough to build some experience before going after real criminal.

Ok, but his vigilantism has been reported to the local police, which means that Paladin would be aware that a vigilante with a paper mask and paper weapons is running around town.

For the record, neither of the Brocks have used their powers since their manifestations (hence the reason their powers are unknown. The fight was chaotic enough that there was no clear footage of them using their powers).

Hey guys, just so you know I have created a couple of NPCs, local manifestations. One of these has spent the last couple of years hiding from Grendel while the other is a recent manifestation and the younger sister of one of UH heroes killed by Grendel. The former had a load of weak powers before having to roll of the Dying Star Chart, then going back up to the normal chart before getting onto the Living Star Chart. He eventually got the Star Forge like Paladin and a Dream of Fantasia, but poor last than helpful dreams from it and the bonus power boost was negated by the Star Forge. The latter character looks pretty overpowered at a glance, but a closer inspection reveals a pretty glaring weakness. Edit: AceOfSpade I'll message you about the first character as he would have approached White Kitsune as soon as he found out about the other metahuman in town.

The first NPC broke my mind, that has got to be the strangest serie of rolls yet. Going trough all Star charts, getting a Star forge and a Dream of Fantasia... I wonder what he's like...

The first guy was pretty strange, but I think it worked out quite well in the end. At least making logical sense story-wise. I will admit I was pretty disbelieving that I ended up on all three stars charts and then got the best dream for the single dream that Star Forge gave me. Still, he is pretty much the weakest of the local manifestations until he gets his power to higher level (Which given his personality will not be a problem for him. Unless he dies before he gets that far).

Oshha I think the Star Forge means that no matter what, the character only gets one dream and one nightmare. And if these NPCs have used their powers in public at all then Paladin would know about it and would investigate it if there aren't any files on them.

The thing is, neither of these two NPCs have used their powers in the public yet (Both are missing people cases however). In fact the only people who know the first one is alive would be White Kitsune as the the NPC approached him looking for an ally. As for the Star Forge, I know it only allows for a single dream, but the two dreams that Fantasia allows for counts as a single dream (Fantasia). One of the reasons I was so surprised that the Star Forge character was so lucky to get it.

It's a bit unclear, the Star Forge description say that you start out with 1 Dream and 1 Nightmare. But Fantasia grand additional Dreams... and if Star forges rules takes priority over that considering it's already cancelling out the main effect of Fantasia... I think that's a question for Tieshaunn

mandragons I know this might a be a bit of metagaming, but if Paladin wants to do recruiting Einn's Burrow, his best bet would be Allison Brock. Due to Grendel, Einn's Burrow has developed quite a bit of dislike for the United Heroes bordering on hatred and Paladin will probably bear the brunt of it (I know it's totally not his fault, but try telling that to the locals). Now I think about, Paladin would probably have a decent chance recruiting the first new NPC. But I won't spoil that for you (unless you really want me to).

I see your point, but I wasn't sure about it myself and since the dreams he got aren't actually that helpful given his background and fitted in with the character's background so well, I decided to just leave them (but seriously, the dreams didn't affect his stats that much, but fitted in quite well with his personality and manifestation.)
But if you really want me to remove one of the dreams, I'll do it.
