That sounds like a good idea, but there's a small problem. If the setting is a small town in freaking Alaska (aka frozen nowhere), then there's almost definitely not going to be two God-Tier and an Apex-Tier metahumans running around unless they have a serious reason to be there.

They would be there because its where they all manifested and they lived there before they manifested. I will admit that one of the reasons that David and Allison are still there is because its only been a couple of weeks since their manifestation and the United Heroes have yet to try and recruit them (but they will be soon). As for Grendel, while he is a God tier metahuman he is only a B-Class supervillain due to his focus on riches and petty power without causing any major threats to public even if he is causes countless minor ones. And any other metahumans who have gotten in his way have been killed by him due to not realising how powerful he is (the United Heroes don't know he is a God tier due to his lack of ambition and think he is Apex due to Grendel not using his powers to their full extent.)
Edit: Also Allison hasn't used her powers since she manifested so beyond her Adonis, people wouldn't know she is a metahuman. And while people know David fought off Grendel and is a deranged metahuman, they don't know this powers as nobody has been stupid enough to pick a fight with him or his family. I'll try and post their official ratings at some point.

Official classifications of Grendel and Brocks.
Grendel Official Power Ratings: Contriver 7, Damage 8, Physique 4, Protection 5, Threat Classification: B-Class Supervillain
David Brock Official Power Ratings: Powers Unknown (strong enough to fend off B-Class supervillain with multiple Apex powers) Threat Classification: C-Class ()
Allison Brock Official Power Ratings: Physique 9, Threat Classification: E Class
As you can see, unlike us players, the in-game authorities have no idea how powerful these three are hence why they have been left alone. They don't even know the causes of Brocks' manifestations other than it involved Grendel and his gang. Also note that neither David or Allison have been registered yet since it is an islotated town and they aren't causing trouble, the authorities aren't rushing to get them registered. For the record, if the true extent of their powers were known, David and Grendel would still be considered C+ and B+ Classes respectively due to how threat classifications work by threat to society rather than power levels.
As for starters plots, if we had villains, Grendel will have hired them through the Syndicate to take out the Brock siblings while heroes would be sent by the United Heroes to register, rate and attempt to recruit the Brock siblings.
AceOfSpade. So far it seems to be you, me and Mandragons as while we had a couple of other people express interest we haven't heard from them since. It looks like Mandragons' character will be hero, we may end up with heroes. But you could also play as vigilante that teams up with the heroes like Brennus and co. has done with Gloom Glimmer and Polymnia in the main story. Not like there is actually any official ones in Einn's Burrow at the moment. I would also appreciate it if you could give your time zone.

Any idea for a manifestation event? Standard, nothing to public because I want my character to keep his secret identity. He's a quiet guy, not very athletic, kind of socially awkward, not a good student but smart, he likes to build things.
EDIT: Oh sorry, time zone, damn these things cunfuse the hell out of me... UTC+2 I'm in France

AceOfSpade. For getting to 0 hour universal time zone, just take away 2 hours from your local time in your case like I take away one from my local time. For manifestation ideas, he could have a quiet, non-flashy one in a personal place such as his bedroom or rarely used place he likes to spend time in. Would he be local to Einn's Burrow or a new arrival? What sort of powers would he have because manifestations affect what sort of powers a metahuman has.

Local to Einn's Burrow, from a low middle class family. Since he like to built things I could have him become frustrated with a personnal project, that would give him a Contriving power, and Contriving is fun.

So his manifestation would probably be in a private place on his own as he once again fails to complete his project. That sounds like a good contriving manifestation that keeps a secret identity. Just so know, a local would probably have some decent knowledge of the Brock siblings and Grendel unlike an outsider. They also wouldn't be a hero yet so your character could easily be an aspiring vigilante.
Just so you know, I won't be able to give you more advice tonight as I decided I'm up later than I really ought to be. I will be online again tomorrow so if you want to leave questions about the local setting or how to create your character, I'll be able to answer them tomorrow morning.
